murder most...foul??

So my mental ramblings has brought me to this:

What if there were "stages" to murder, and depending on when, why, where you commit your murder, would change your sentence (sorta like "crimes of passion" means you will get manslaughter in stead of murder) So in my thinking I got this as my basic breakdown listing up in severity:

(Sticking with the crime of passion theme)

1) Crime of passion (lost it momentaraly, but normally you are an okay person) 1 time only
2) Crime of curiosity (you just wanted to see what killing was like, must be under 30) 1 time only
If first time was crime of passion, you lose the curiosity defence
3) Crime of stupidity (I was bored you annoyed me) 1 time
4) Psycopath (I did it before, it wasn't so bad, so I did it again) multiple/special instances (see below). If you kill more than once you are automatically filed and tried as a psycopath

Now punishments will range depending on how you are tried

1) anywhere from 1-10 years depending on A) violence involved and B) attempt to hide
2) Anywhere from 1-10 years depending on A) Violence involved B) Attempt to hide and C will undergo phsycological assessment to see if person runs risk of becoming physopath, if yes, term automatically extended to 10 years, and person is...molded for carreer where killing is part of the job
3) anywhere from 5-10 years based on A) violence involved, B) attempt to hide, and C) reasoning. Note when user released will have 2 year parole, regardless of time served
4) life/death penalty, if caught when over 35, if under 35 will be accessed to see if can be "re-trained". If yes, re-train and deploy in killing job, if not jail for life/death penalty. Death penatly will be automatic for (and these are special instances when a person will be tried as a psycopath even if it is their first time):
A) killing more than 3 people
B) Killing a child (anyone under the age of 16, when you are over the age of 14)
C) Raping and killing victims (either gender)

Given these "caveats", all armed forces offices who kill specific people (marksmen, assasins) are phycopaths, and once retired will be monitored. Any corpsman, who may kill in the role of carying out their dutires, but never has a specific target, are not consodered dangerous.

Those who assist in suicides are not considered murders. They are killers, but they will not be punished. As long as a clearly indication by the suicidee is noted. Pulling the plug on someone is not considered murder.

People who realize they have the urge to kill, and do not want to get themselves in jail, can A) join the armed forces, where there will be an option to be an assasin, or B) request to assist with a psycopaths death sentence if one is handed out.

okay I just re-read that and is seems alot worse when written out than when it was in my head. Oh well.
